Vladimir Galogaza correctly pointed out that I am not thinking right on
this last statement.  With regard to the Uzbeks it is harsh and unfair,
because they have lived under one or another oppressive system for
generations.  It's all they know.  I need to be more patient.

However I am still concerned at what I perceive to be widespread apathy and
lack of drive on the part of the Uzbek populace at large.  Without such
drive, no amount of external 'aid' or coercion will substantially improve
the situation.

I hope progress and improvement comes quickly to this part of the world.
