Yes, that can be done.  But, it limits the range where such an 
Echo can be broadcast.  And, if there is already another Echo 
with that name extant in general distribution, I'm sure it can 
lead to some interesting interfacing requiring some slight of 
hand on the sysops involved where both Echoes migh be interfacing.
