The polycarbonate lenses are ground and polished just like glass lenses
are. As such, you should be able to get a block of the stuff and do the
typical grind and polish on the stuff.  It does use some different
materials to do the polish, I think, and asking for a sample from one of
the manufacturers or, at the least, asking them what it is, should provide
some of the polishing agent.
The only problem with the plastic is that you will need to find a
sufficiently homogenous piece to work with - eyeglass material is a lot
relaxed from what is needed for doing good high power astronomical
telescope lenses and that high quality may be a bit difficult to find. Bob
