Yes, that's a LCP Configure-Request. It includes a request for pppd to
authenticate with PAP, probably using the same username and password that
allowed you to get this far. According to some sketchy notes here, dating
back to perhaps 1996 (just before moving to Linux), Trumpet Winsock may
be able to accommodate PAP authentication. But I don't recall actually
using PAP under Windows 3.1, only login/password.
Hopefully the ISP will also provide both an IP address for you as well as
it's own IP address during the PPP negotiations. If it doesn't provide
an IP address for itself then you'll need to find a way to supply one
for it from one of the "private" network assignments (the "unnumbered"
in the response above worries me).
