I've only seen it shipped in powdered form, they may have pre-mixed it with
water for you.  It should have the consistency of skim milk, with a light
brown or beige color.  Probably a fair amount would have settled out to the
bottom... CeO forms a kind-of suspension when mixed with water.

If it's 1.3 micron CeO, then it's the standard stuff many of us use for polishing.

I just opened a box of grinding materials I got from Salem Distr. four
years ago. I have a bottle of Futura Z that was recommend by the company to
use as a final polishing substance. I look in the archives and only found a
few comments: "that it is a 1.3 micron CeO polishing compound")
Has anyone used this stuff?
