Run conduit from the pier to the shed, running inside the trench. You
mention running 12 volts to the pier but you didn't state what current
you'll be driving. The current will dictate wire size. Romex has three
wires and code doesn't allow it to run inside conduits. Plus romex is too
thick because of the insulation. If your current is very small you can even
use spare wires in an ethernet cable or any other data cable you run to the
pier. If current is too big, you might indeed run romex and have a
watertight outlet on the pier where you plug in a "brick" to get
the voltage down to 12VDC. When you run the conduit make sure to use PVC
glue to connect all the segments in a watertight fashion. Then at each end,
after you run all the wires you need, just seal the openings with silicone
caulk.
