subject: USR Courier (Domestic) for Aust service tones?

A friend of mine bought a USR Courier, domestic (ie US) model. He says it
doesn't detect busy and dialtone, so he uses X0 which is okay but his fax
software won't let him do that for some reason or other. Is there a fix to
make the Courier detect Australian service tones?
