This is typical of flow control problems.  

Downloading is fine because the port is set higher than the fastest rate
the incoming data speed so no congestion.  

When you try uploading the reverse is now true - the port can pump data
into the modem faster than the modem can send it down the line  and
over-runs occur unless flow control is working.  Flow control stops data
being sent to the modem when the modem's buffer fills and allows data flow
again when the buffer empties.

Solution.  Check that cts/rts flow control is enabled in BOTH modem and
terminal program.  Once it is enabled you should not see this problem
again.
