Your secondary flat isn't flat.  Odds are that it is curved, either from
the mounting or just is.
When the primary is rotated by 45 degrees and the stig appearance doesn't
move then the mirror that you rotated isn't the problem. Hopefully, you
just have a stressed secondary rathet than a curved one. Bob May
