My satellite dish has the control stuff all sent out via a PVC pipe buried in the ground and terminates in the concrete of the pier. The top of the pipe was filled with RTV so that water doesn't get in by a turn down would work fine also. I'd suspect that you will want to put a junction box of some kind with connectors so that there is nothing really hanging out. I'd run the data and power cables in seperate conduits just to make sure and use pipes that are big enough to allow the cables to be pulled through without problems. The PVC doesn't cost that much more for the larger sizes. As to terminations for the cables, there are a lot of waterproof connector boxes etc. available for doing all of this at good electronics supply places. You can even legally use the standard 115V plugs and sockets for your power without running into problems and the worst will be that somebody will be supprised that their drill doesn't work at that socket.
