COM2 uses IRQ3. I would tend to suggest it was shipped as COM2 IRQ3.
In that case he will need to disable the 2nd COM port on his I/O card.
Otherwise, change the modem to COM3 IRQ5 and set up the software
accordingly. If he has a sound card, the IRQ setting may conflict with
that at IRQ5. This is a common, but not always, setting for sound
cards. The fix is to move the sound card setting also.

I have noticed this pausing effect when I use my Zoltrix VFC and
connect to V34 boards. I had come to the conclusion that it's an
incompatibility between the two protocols, altho my V34+ has no
problem with VFC. Perhaps it's a firmware problem.
Ignore the other advice that the UART will need to be replaced as it's
an internal modem, and therefore has it's own high speed UART.
It is also a known fact that the Win3.10 comm.drv does not support
high speed modems. Your mate could source and try cybercom.drv
instead. If there's no installer for it, place cybercom.drv in the
system directory, alter the system ini where it has comm.drv=comm.drv
to comm.drv=cybercom.drv, and restart windows.
The other alternative, of course, is to upgrade to win3.11.
