Hi:

For my 8" f/6 I stripped the inside and outside of the tube.  I then
sealed with a water sealer followed by paint.  Flat black inside, colour of
choice outside.

Depending on the manufacturer, the wax layer is very thin.  If you peel
just the first layer, the impact to most tubes is minimal.   I believe the
inner and
outer layer play roles in water retention and penetration.  It is the thich
inner layers which offers the mechanical support, IMO.
