I'm not sure you need to do either.  The coating on many concrete formtubes
will take spray paint just fine so removing it isn't necessary, and peeling
away the inner layer will have a big impact on both stiffness and strength.
 I suggest you experiment a bit with your particular tube to see if removal
is warrented.
