I suggest you look at the weekly or monthly archive for ELST with names:

ELyymmww.ZIP or ELSTyymm.ZIP (where yy = year, mm = month and ww = week (in
month).  Tehre you will find the current ELIST.RPT file with a list of each
echo and details on any restrictions.

For this one it is shown as  :

 RESTrictions: {None on Record}


So it is available to all.


Note that not all echos's are registered in ELIST.RPT as some moderators do 
not
wish their echo to be so listed on the backbone or for any other reason.
