Yes you do. Even under DOS, it's a magic directory containing devices, like
unix. eg in DOS
hamish [d:\in]: dir \dev
Volume in drive D is WD730_2 Serial number is 0C50:14EF
File not found "d:\dev.*"

hamish [d:\in]: dir \dev\com2
