So that is why..

Why can the node1.ctl not be found ?
Why does wave not look in the directory where wave2.exe is located?
The first argument of the program is the exe itself:

main(char **argv, int argc)
{
  .. argv[0] is in this case: c:\max\wave\wave2.exe

so it is easy to find the .CTL file; strip 'wave2.exe' and there you have
the path for node?.ctl (and for wave.ini)

There is also a lot of garbage at the end of wave.exe, perhaps you forgot
to cancel the debug-info ? It can reduce the size of the exe (about 80 kb
at least).

Another thing that happens: the CPU-load could not be higher :-(.
