I inherited the list with BobM listed as moderator....and he performed
updates and several of the Region13 echoes that had been allowed to drop
out of the elist.

The region 13 folks simply created echoes with new names and listed them.

The BobM/Ward situation continued until BobM stopped sending in updates,
and thus all of the echoes he listed dropped out of the list.

That was before my time, so I have no idea if Ward listed the echo at
all....but based on the listing policies of Adrian Walker, BobM was the
first to list it in Zone 1.

There was also the controversy over whether the Echolis Keeper could modify
or delete an entry. Some said it was verbotten....and then complained
about folks listing expired echoes. Of course it was more convenient for
them to use the term hijack, painting a picture of echo tag theft. And
when policy changed and the Echolist Keeper made changes, then a whole new
round of complaints and finger-pointing started.

It's interesting to note that several network nodes walked both side of the
street....and one in particular listed echoes that were designed to
embarass not only the Echolist Keeper, but also other folks that person did
not like.
