That's were you run into several problems.  Once you
allow the state to require training you are allowing
them to limit your access to arms.  What if the state
decides to require you to be able to put a full load
(cylinder or mag) into a 1/4 silhouette at 50 meters in
less then 5 seconds?  How many people do you know could
do that?
Look at the licensing and/registration systems in a lot
of the cities.  It is theoretically possible to do but
it is so hard that only the well off or well connected
can do it.

I always point out Vermont.  They have no CCW permit,
if you are of age and have a weapon you can carry it.
No training, no background check, nothing.  Yet they
don't have blood flowing in the streets.
