While the Hogan's Alley type range provides a measure of "stress environment"
training, it's NOT going to improve one's ability to aim and fire. Only
practice on targets at random distances can do that. Besides, "The Alley"
was not designed for the situations in which most CCW holders would become
active combatants but for police officers whose day to day activities are
more similar to the course of fire.
As for an increase in the number of range users having much influence on the
cost of using said range, most of the charges are the result of target costs,
facility maintenance, and perhaps the most costly--insurance coverage. The
first two items are directly related to the number of rounds expended. The
premium calculations for the insurance would have to be changed to correspond
to civilian users which would likely produce an increase in that cost factor.
Lastly, IMNSHO, it is the CCW holders' responsibility to ensure his own
proficiency to his own satisfaction. Most would gain little, if anything,
from the use of walk-through scenario ranges. They are as far removed from
the reality of personal protection as steel plates and handgun silhouette.
OTOH, if the CCW holder WANTS to make use of "The Alley" or similar range,
they should not be prevented from doing so. This freedom of choice is
directly related to our Rights, and should not be infringed.
