That sounds slightly inaccurate.  As I understand it, FIDO sets its
rules for its FILK echo, not for rec.music.filk.  We who appreciate the
company of the people on that side of the gate abide by those (more
restrictive) rules voluntarily so that we may continue to do so.  While
we *can* do as the rest of Usenet, we are also aware of the consequences
(loss of valued friends' electronic company here) if we go outside the
bounds.
