The best outlining program I ever used was a DOS program called 
Grandview,  owned by Symantec.  It had features from Thinktank, Ready and 
PC-Outline.  Unfortunately it is no longer supported or under 
development.  I sometimes use Gradview in a "DOS" box in WinXP.
