My guess is that it is just like a suggested retail price, but it applies to
additional copies to be used in the same environment instead of the original
copy. Apparently, they allow retailers to sell not only the original copies,
but also licensing fees for additional copies, and that the price is not set
in stone, so they have a "suggested licensing fee." Again, that's just a
guess, but it's based on logic.
