It is one of those undocumented features, because I reserve
the right to change it if I'm not happy with it.
Currently, the command line parameters go with the first
parameter. So:
ExecMacro("macro arg1 arg2", "public")
I'm not quite sure what I think about that though. Part of
me says that they belong with the (optional) second
parameter. And part of me says that they should be a
separate parameter all-together:
ExecMacro("macro", "public", "arg1 arg2")
or perhaps:
ExecMacro("macro", "arg1 arg2", "public")
Or maybe I will just leave it the way it is!

Chris Antos used to keep something neat along those lines.
He basically reverse-engineered our help system, and had a
help file full of undocumented features. It was pretty
impressive. He knew about some things I didn't know about!
But I think we wore him out...
