When I went through the academy, and for every annual recertification we
trained shoot center mass, no warning shots and not to shoot to disable.
As Law Enforcement, if you needed to shoot... you meant business.

But then again there were other less than lethal alternatives in the
force continuum... Pepper spray, taser and etc.
