Yes, that can and probably still does happen.  All too often the alcoholic
content in a human body will cause them to forget any common sense they may
have possessed.

I'm not aware of a law like that in Louisiana, but we are taught to be
responsible when handling a firearm.  Of course, I've had more training in
their use than the average citizen.
