  FMV is NOT important in most games - it just usually presents nicer visuals 
than an in-game cutscene usually would.  I've seen in-game cutscenes that are 
probably better-done (in terms of acting quality and  relevancy etc.) 
than even elaborate FMV.  
  The voices would probably fit, though you couldn't over-indulge.  Also, 
they wouldn't be THAT crucial to the game.  If need be, the in-game cutscenes 
could have text boxes.  Annoying, but it would work.
