It's cheaper to re-barrel than buy a new rifle, that much is obvious.

I'm guessing that the .17 HMR does better in some way (I'll have to re-read
the article), and that the reason kinda parallels the switch from .308 to
.223: More ammunition per pound.

Other than that, your guess is as good as mine.
