Hi John,
Problem has been solved.
Ground Loop from the local cable company.  He bought one of those
ground isolator things and that killed both the hummmmmm  and  that
bizzare video line "line" that wondered up the TV screen on the video
side from the IRD.
I was certain of the audio hum problem, but the video is what spooked
me.
That isolater I suspect is a 75 - 75 ohm balun.  $25 bucks later... :-)
