HB 318, THE RIGHT TO CARRY REFORM BILL HAS FINALLY BEEN SCHEDULED
FOR COMMITTEE CONSIDERATION. 
YOU MUST TAKE ACTION NOW BEFORE IT'S TOO LATE THIS YEAR! 
Tomorrow, Friday, March 20, the Senate Judiciary Committee will
consider House Bill 318, your right to carry reform bill and
House Bill 455, Governor Patton's Crime Package.  House Bill 318,
which has already passed the full House of Representatives had
been stalled in the Senate Judiciary Committee, but it appears
that the committee will finally take action on the measure. 
House Bill 318 would make the following improvements to the
current Right to Carry law in Kentucky:
*  exempts legal carry permit holders from the federal 5-day
waiting period for the purchase of a handgun.
*  requires the State Police to put more effort into setting up
reciprocal agreements with other states, thus giving Kentucky
carry permit holders the ability to carry their firearms across
state lines.  Although the Legislature passed the reciprocity
provision in the 1996 Right to Carry law, the State Police have
yet to announce a list of reciprocal states.  
*  requires surrender of licenses upon renewal or change of
address only after the new license is available for issue.  This
way law-abiding carry permit holders are not left vulnerable from
violent predators while their new license is being processed. 
     
With regard to the Senate Judiciary Committee consideration of 
Governor Patton's Crime Package, currently, House Bill 455 does
not contain anti-gun provisions.  But, it is important that gun
owners and sportsmen urge the Committee members not to attach
anything anti-gun to House Bill 455.   
Listed below are the names and phone numbers of the Senate
Judiciary Committee. ** Please call these legislators and first
thank those who signed the petition to get House Bill 318 out of
the Committee and urge them to take a vote House Bill 318 out of
committee, tomorrow.  Encourage them to show up for the committee
meeting even if it is held after the full Senate adjourns for the
weekend.  Also, ask them to keep anti-gun provisions out of the
Governor's Crime Package.

STATUS OF OTHER FIREARMS - RELATED BILLS IN THE LEGISLATURE.
HB 322
Amends current Kentucky code to prohibit the carrying of
concealed deadly weapons in buildings owned or leased by the
executive branch or judicial branch of state government, with
exceptions. 
Status: Killed in House Judiciary Committee
HB 238 
Amends current Kentucky code relating to where concealed deadly
weapons may not be carried to include property owned or leased by
the state. 
Status: Stalled in House Judiciary Committee, but no action is
expected to be taken. 
HB 455
Amends, creates, and repeals numerous sections of current
Kentucky Law to create a crime commission, expands alternatives
for juveniles accused of crimes, expands use of alternatives for
adults convicted of crime, provides for life imprisonment without
parole, prohibit ethnic intimidation, expands death penalty
aggravating circumstances to include child under 12 and
witnesses, provides for witness and victim protection, certifies
police officers and deputy sheriffs, expands salary supplement
now given to police to include deputy sheriffs and other named
officers, provides for sharing of criminal justice and other
information between agencies; provides for installation of
automated fingerprint identification system; provides for
enhanced and unified computer systems for criminal justice
programs; increases felony theft level from $300 to $1,000;
provides that foreign domestic violence orders do not have to be
authenticated; makes various other changes in criminal law and
procedure.
Status: This is the Governor's Crime Package.  Currently pending
consideration by the Senate Judiciary Committee. It is possible
that some members of the Senate may try to amend this bill with
HB 322 or HB 238. 
HB 331
Requires state police to sell confiscated firearms and use
proceeds to purchase
body armor for local police departments. 
Status: Amended into HB 455. 
HB 54
Provides that a shooting range is only subject to nuisance law
and ordinances in effect at the time the shooting range was
established. 
Status: Signed by the Governor February 20.
HB 297
Allows a "special bailiff" to carry a concealed deadly weapon
when necessary for protection in the performance of official
duty. 
Status: Passed House 90-0, March 17. Currently awaiting Senate
action.
