I just looked and it's in my files area.  I'd suggest setting the advanced
file section on or you'll be digging through pages of descriptions before you
get to it.  Just do a file search in all areas for "Island Empires" and
you'll find it.  I think the filename is ie211.zip, but don't quote me on
that.
