Though you didn't say so, I suspect that you are talking about an older
Satellite receiver.  The filter caps in the power supply aren't working
like new, and are allowing some AC to get into the DC.  If you have a
scope you can check the various output voltages for "ripple".  If you
don't have a scope, you can replace all the caps in the power supply.
However, I know of of a couple of models of IRD that have the same
symptoms, but the problem is not in the power supply; it's on the
main video board.  I've seen that same rising line from the cable 
company's feed when they have a bad line-extender amp PS. Also  an old
RF amp can do  that also.                      Good luck.
P.S. you might call the IRD manufacturers' tech-line for some quick
advice if you find that the problem is not in the power supply.
