I know this is old but I just happen to be playing with the UNIX port of Maximus this week. I played with the code briefly under Cygwin but I eventually changed my mind about working on it in Windows and did it in Linux. It compiled after some coaxing, but there are serious problems with the MEX compiler. The README alludes to this (still unresolved) issue, so I'm tempted to try fixing it. I wanted to learn yacc and how to use GDB anyway. By the way, I'm playing with the 3.03b tar.gz files from Sourceforge.
