There is a condition that has a title I"m trying to remember that is much
like colic in the fact that it's a "title" of several conditions. I think
it's called C.O.P.D. for several upper respratory conditions.
It can be anything from heaves to allergies. I'd suggest that if the heaves
treatment were only marginally effective then you might suggest allergies to
your Vet. However also understand that treating allergies is always a crap
shoot.
There's a common product on the market for this kind of a thing.. I've heard
it can be effective... I'll try and find the name and get back to you.
However like Meg, I'd suggest that you find out if there's a Veterinary
teaching college nearby that you might take him to if you can. :/
