I'm no expert in equine illnesses, but we've had a lot of experience with 
cats..we did quite a few rescues at the barn where we boarded. (Idiot barn 
owners)
Back on topic..  Has any of the vets taken a culture of the nasal discharge? 
Or taken a sample and examined it under a microscope?  I wonder if you horse 
has an infection going on up there that he just can't kick.
