Thistle would do this at horse shows.  We figured out that it was
because she didn't like the "splash" when she peed on hard ground or
dirt.  If we'd take her to a grassy place and just let her relax for a
few minutes, it'd usually work.  And sometimes she'd pee in the trailer
in the shavings.   Might want to try this with Jim, the poor guy!!
