No one made that claim. The claim is, with some considerations,
increasing class size can have benefits that outweigh the
disadvantages.

The limit of class size is probably the point where there
is significant loss of ability to keep the attention of
the students. This is largely a function of teaching
style and discipline. For example, throw uniforms on
the students and you've increased the maximum feasible
class size.

I seriously doubt there would be a problem of schools
folding in the middle of a school year. I certainly haven't
seen such a thing be a problem with the private schools we
now have.
