State Governments many times do not contact other States.  When a State 
Government has a technical problem they call in other help.
      It would appear that we have a Federal Government because the States 
always call them in.  Federal Law is something that they say that they 
enforce and have knoledge of, so the State invite them in to enforce those 
Laws because they seem like they are worth enforcing.
       The FCC is one of those.  The States always say that they do not have 
jurisdiction and would be hard pressed if a FCC did not come in a do what 
ever they see that is not being done.
       Labor laws are another.  Work camps would be run by local sheriff 
departments if the Department of Labor did not enforce wage laws.
       If does not mean that these Federal Organizations ever get any where 
with the problem that they are called in for.  As soon as a problem is solved 
then they would be FIRED.
