I vaguely recall on one occasion, booting into safe mode (not sure if it
was with or without networking), and then doing to Device Manager, and at
that point, all previous NIC's that had been in the machine were displayed
in the Network Adapter section, and I could delete them.

What gets me, is if I replace a NIC, and to to assign it a static IP that
the server has, I get the warning that another adapter already has that IP
address assigned, even though that adapter is no longer physically there,
it's in the registry, and Windows thinks I've now created a duplicate
(well, I have technically), but physically, I've not.
