State & Local Legislative Updates For CO, CT, KY, MD, TX, 
UT, WA, & WI
COLORADO
On Tuesday, March 10, the Senate Local Government Committee is
expected to consider HB 1170, the NRA-backed Range Protection
Bill.  And, on Wednesday, March 18, the Senate Judiciary
Committee is expected to consider HB 1260. This measure known as
the Uniform Firearm Law Enforcement Act would prevent a patchwork
of local gun laws throughout the state which could easily trap
unwary law-abiding citizens -- citizens who could face criminal
prosecution, and confiscation of personal property if they
unknowingly violate an obscure local law.   MEMBERS: Please call
your State Senators at (303) 866-2316 and ask them to support HB
1170 and HB1260.   
CONNECTICUT
SB 315, NRA-supported Range Protection legislation is still
pending in the State Legislature's Judiciary Committee.  The
Committee has until Tuesday, March 24 to act on the bill. 
MEMBERS: Please keep calling your State Senator at (860) 240-0500
and your State Representative at (860) 240-0400 encouraging them
to request the Judiciary Committee to joint favorably report out
SB 315.   
KENTUCKY
Governor Paul Patton (R) signed HB 54, the NRA-backed Range
Protection bill into law.  
MARYLAND
REMINDER:  The House Judiciary Committee's "Gun Day" is Friday,
March 13, at 1:00 p.m., in room 121 of the Lowe House Office
Building.  If you wish to testify you must sign up prior to the
hearing time.  They will consider some of the most restrictive
bills we face this session, so it is critical that gun owners
attend and show our strong opposition.  For a complete listing of
gun bills call NRA-ILA's Grassroots Division at 1-800-317-4684.  
TEXAS
Tuesday, March 10 is primary election day.  Please go to the
polls and support those candidates that support our firearm
freedoms. For candidate endorsements please contact NRA-ILA's
Grassroots Division 1-800-317-4684.  
UTAH
Currently four bills are awaiting Governor Leavitt's (R)
signature.  HB 343 , NRA-backed Range Protection legislation;  SB
140, which will increase the carry permit duration from 2yrs. to
5yrs. (no fee increase);  SB 141, which provides an exemption,
from the Brady law, for right to carry permit holders and  HB
304, a bill that would require 10% of registered voter signatures
from 20 counties  -- current law requires only 15 counties -- to
qualify any ballot initiative.  This change in the law will make
it much more difficult for the animal extremists to push ballot
measures.  MEMBERS: Please call Governor Leavitt's office at
(801) 538-1000 and politely ask him to sign these bills.  
WASHINGTON
Two bills are back in the House for concurrence after passing the
Senate last week. HB 1408, that would allow Washington to
recognize out-of-state carry permits and HB 1541, NRA-supported
Range Protection legislation. MEMBERS: Please contact your State
Representatives at (800) 562-6000 urging them to concur on these
bills.  
WISCONSIN
Thursday, March 12, the full House will consider AB 308, NRA-
backed Range Protection legislation  MEMBERS: Please call your
State Representatives at (608) 266-1501 and urge them to support
Representative Huebsch (R) floor amendment to AB 308 and final
passage of the measure.  Also,  AJR 11, the proposed right to
keep and bear arms amendment to the state constitution will be
considered by  the Senate Judiciary Committee early next week. 
AJR 11 must be approved by the both chambers this session before
it can be placed on the ballot for voter approval.  If the
legislature takes quick action on the measure this year, it could
appear on the ballot as early as September, 1998.  MEMBERS:
Please contact your State Senators at (608) 266-2517 and  urge
them to support AJR 11.  Also, please contact Senators Breske(D),
Wirch (D) and Zien (R) and thank them for working so hard to get
this resolution moving again.
