Only certain models of the SKS, namely those of new Norinco manufacture made
with "sporterized" stocks in a carbine configuration with an ability to use
AK-47 magazines, specifically qualified under old BATF rules for US export.
One now wonders if this was a scare tactic to counter the R-R overturn we've
just seen, likely to be appealed one more level before it's final.
