Actually, the Mig-25 was designed to counter the XB-70 Valkyrie, a 
bomber designed to fly at Mach 3 at an altitude of 80K feet.  It never 
went into production, but the Soviets still produced the Migs, and so 
we came up with the F-15.
To bring this back on topic, the Mig 25 doesn't have any gun armament, 
but the F-15 packs the M61 Vulcan 20mm Galting gun.
