Well you can't create it just on Voyager.  The ship cannot look like voyager, 
but if it looks different than no legalties are involved.  If it is freeware 
than I think it doesn't matter if you create a program, but take a look at 
VGA planets they twisted Star Trek around.  If you do intend to do it make 
sure you make a note that Voyager belongs to Paramount.  Respect the 
trademarks. If you need confirmation email viacom/paramount.
