Having been to the Astro school just last December, one of the things that I 
learned is that Motorola Astro modulation is not APCO 25 compliant.  Some 
Astro radios can be programmed ("flashed") to do APCO Project 25 modulation, 
but not all of them.  For example, Astro Saber portables will not, Astro 
Spectra mobiles can.  A totally new portable has been created that will do 
the APCO modulation scheme.
  
The modulation looks the same on the scope, but the bits are used 
differently.  They have different numbers of voice data bits and use the 
other bits for different signalling (sort of like an "all-digital PL and 
paging" thing - but done 2 different ways).
