My question is this,  if I am a licensed amateur radio operator, and my 2 
meter rig can tune out of band (Which it can) and I can tune to a public 
saftey frequency say in 153-156 MHz are they going to confiscate it in these 
states even though I am licensed by the federal gov to use and carry this 
radio in my car?
  Or say a scanner that is used to monitor the amateur bands?
