We were originally told that it ws a prototype -- the only one of its
kind.  It had problems because it was over-powered and Starfleet put it
in mothballs.  When Sisko acquired it, the DSNers figured out ways to
control the power problems.  While it has not been specifically
mentioned, Starfleet obviously adopted those modifications and decided
to build more of the class.
I don't believe anything was ever said about the Federation not being
allowed to make more of them.
