True.  The point I was originally trying to make was that Starfleet doesn't
appear to put too much effort in developing warships, unless there is a
definate threat immediately apparent. (ie. Wolf 359, now the Dominion)  The
way it appears to me is that it's kind of on a backburner until it's almost
too late to be of any real use.It seems most of the Federation races are
either pacifists (such as the Vulcans) or only seem to fight when their
backs are against the wall.
