That's only because the BORG haven't gotten that far across the galaxy yet, 
but the founders can be assimilated by the Borg, as they are a beatable form.
Otherwise the Fed/Klingon alliance would not be able to defeat even one ship.
The only reason that the Fed/Klingons have any problem beating the Founders 
is because the Jem'haddar are just too gung ho on dying as ordered.
Witness the first encounter with them. The weaponry was a bit different, but 
they are also suicidal. Technology can be overcome, but a kamikazi fool that 
is designed and grown in a test tube is bit harder to defeat, as he won't or 
can't cry uncle.
