I'm sure you will get lots of volunteers for this, but it looks like

When I visited the site, there already was an HTML help file for v4.00b.
It's not complete as it was generated from the text output of the macro
listed above, but it should give you some idea what the completed product
should look like. (Uhm, aren't there some copyright issues involved here?)
I'm more interested in the q program in the compiler list that converts
text to help files. I've recently written a help macro for HTML that uses
my web browser to view webpages containing the HTML 4.01 Specification
Recommendation by the World Wide Web Consortium (W3C). (These files may be
viewed online at the W3C website http://www.w3.org/TR/html401/ > or
downloaded in compressed form and installed on your computer to view
offline.) It works, but I'd much rather use the native help system if at
all possible, perhaps with topical help linked to the synhilite system. (As
an aside, I've also modified my html.syn file keywords so that element
keywords include the leading < and most attribute keywords [there were
about a dozen exceptions] include the trailing = to minimize the number
keywords hilighted in the text outside the tags.)
