You need to look at that statement. I am not a lawyer, but if you
read it, it says, exempt ........ a receiver ...... SET ON FREQUENCIES
EXCLUSIVELY ALLOCATED BY THE FEDERAL COMMUNICATIONS COMMISSION  TO DULY
LICENSED RADIO AMATEURS.
 
Public service, police and business communications are not exclusively
allocated to radio amateurs.
