In a nutshell...
Type Acceptance means that the equipment is sent to a FCC lab, or
contract lab, and goes through a series of tests to ensure that
the equipment complies with rules concerning that type of equipment.
Type acceptance is normally for transmitters, but can be used for
whatever the FCC has a rule requiring it for.
Type Certification, is merely the manufacturer, or importer, supplying
to the FCC a letter certifying that the equipment meets all applicable
rules, normally concerning emissions, but can include other things
such as Cell phone frequency capability.  Once again, can be used
for whatever the FCC has a rule for.
